City Manager

Randy Martin was appointed Clewiston City Manager effective July, 2019.  In this capacity, he functions as Chief Administrative Officer of this Commission-Manager governed Florida municipality.  He is responsible to the City Board of Commissioners for the administration of all municipal affairs.  His duties include preparation and management of Clewiston’s $31 million operating budget and supervision of the City’s 120 employees, as well as, direct responsibility for the delivery of services to the community.

          Before coming to Clewiston, Mr. Martin contemplated retiring from full-time public service until agreeing to serve as Interim Manager for the resort community of Emerald Isle, North Carolina for eight months following the devastation caused by Hurricane Florence in that community.  Despite having accumulated over 34 consecutive years of service as a City Manager at that time, he came to realize that he was not ready for retirement, so he pursued other municipal managerial opportunities culminating with his transition to Clewiston.  Prior to Emerald Isle, he served as City Manager of the full-service independent City of Franklin, Virginia for six and a half years.  Prior to Franklin, he served as City Manager of Morehead City, North Carolina for sixteen and a half years.  Prior to Morehead City, he served as City Manager of King, North Carolina for eleven years.   

          Mr. Martin also served as a Community Planner for the State of North Carolina for five years prior to beginning his managerial service and in various capacities with Stokes County, North Carolina for an additional two years giving him over forty years in public service.    

          Mr. Martin received a degree in Political Science with a concentration in Public Administration from North Carolina State University in Raleigh.  He received professional certifications in Municipal Administration and Community Development Administration from the School of Government at the University of North Carolina at Chapel Hill.  He also achieved Economic Development Professional certification from the National Development Council and completed a fellowship with the North Carolina Institute of Political Leadership at the University of North Carolina at Wilmington.   Mr. Martin has had various professional affiliations during his career including the International City Manager’s Association.  In 2012, he was honored with Life Member status by the North Carolina City & County Manager’s Association.

          Mr. Martin resides in Clewiston, Florida.  He is married to Sheila, his wife of 39 years who is a Registered Nurse.  They have three adult sons and two grandchildren.

  

City Clerk

Kathy Combass has been employed with the City of Clewiston since April of 2011 and was appointed as City Clerk in February 2016. Under supervisory direction of the City Manager, the City Clerk participates in all official City functions, serves as custodian of the City Seal and official records and history; assists the City Manager in coordinating special and regular City Commission meetings, preparing agenda materials and minutes for City Commission meetings and providing legal notification of various commission and citizen committee meetings; officiates at bid openings, coordinates City responses to subpoenas for records, acts as a Notary Public, and performs related work as required.
